Pushkala yoga links two of the most personal points of a horoscope: the Lagna (the body and self) and the Moon sign (the mind). Pushkala means abundant or full. Brihat Parashara Hora Shastra describes a person with this yoga as wealthy, sweet-spoken, famous and honoured by people in authority.
The yoga is less common than many in this series because it needs several conditions at once.
Classical texts state Pushkala yoga as follows. All four should hold:
When the Moon itself sits in the Lagna, the Moon-sign lord and the Lagna lord are the same planet, so the yoga is usually not judged in this form.
Aries Lagna, Moon in Leo.
So this chart has Pushkala yoga. One caution: the Sun is debilitated in Libra. A careful astrologer would check whether that debilitation is cancelled (see Neecha Bhanga Raja yoga; here Venus, the lord of Libra, would need to be in a kendra, or Saturn, which is exalted in Libra, placed in a kendra). With a cancellation, the yoga gives its full promise; without one, the results are milder.
Take Cancer Lagna with the Moon in Sagittarius. The Lagna lord is the Moon and the Moon-sign lord is Jupiter. If Jupiter is in Pisces and the Moon in Sagittarius, the two lords are in different signs: condition 1 fails, and there is no Pushkala yoga, even though Jupiter is strong. Most charts are like this.

The last point is the heart of the yoga: when the lords of the mind and the self are joined, strong and looking at the Lagna, the person's thoughts and actions pull in one direction.
Pushkala yoga is personal and depends on the self and the mind working together. It is often read alongside Vasumathi yoga, which looks at benefics in the houses of growth. A chart with both is especially well supported for steady prosperity.

They are unrelated. Pushkala yoga is a combination of planets in the birth chart; Pushkara navamsa is a set of auspicious degree ranges in each sign.
Then the Moon-sign lord and the Lagna lord are the same planet, so the condition of the two being joined does not arise in the usual way. Astrologers then judge that planet's strength directly.
