"Kartari" means scissors. When planets sit on both sides of a house or a planet, in the house before it (the 12th from it) and the house after it (the 2nd from it), that house or planet is caught between the two blades. If the blades are malefic planets it is Papa Kartari yoga; if they are benefics it is Shubha Kartari yoga.
The idea is simple, but it explains a lot: why one Lagna feels pressed and another feels carried, or why a Moon with planets around it behaves so differently from a Moon left alone.
Pick the house or planet you want to check (the Lagna and the Moon are checked first). Then look at:

Malefics for this purpose are Mars, Saturn, Rahu and Ketu; many astrologers also count the Sun as a mild malefic. Benefics are Jupiter, Venus, a well-placed Mercury and a bright (waxing) Moon.
Papa Kartari on the Lagna. Leo Lagna, Saturn in Cancer, Mars in Virgo. Cancer is the 12th from Leo and Virgo is the 2nd. Both neighbours of the Lagna hold malefics, so the Lagna is in Papa Kartari.
Shubha Kartari on the Lagna. Libra Lagna, Mercury in Virgo, Jupiter in Scorpio. Virgo is the 12th from Libra and Scorpio is the 2nd, both holding benefics: Shubha Kartari.
Kartari on a planet. Venus in Taurus with Rahu in Aries and Saturn in Gemini. Aries is the 12th from Taurus and Gemini the 2nd: Venus is in Papa Kartari, so its significations (relationships, comforts) need more patience and effort.
The hemmed house or planet works under pressure. Its matters may come with more effort, delay or a sense of being boxed in, especially during the dasas and bhuktis of the hemming malefics.
This is a tendency, not a sentence. Many successful people have Papa Kartari somewhere in their chart; it often builds resilience.
The hemmed house or planet is supported. Its matters flow more easily and are protected from harm.

The 2nd and 12th from the Moon have their own family of yogas. Planets other than the Sun on both sides of the Moon form Durudhura yoga, and planets on only one side form Sunapha or Anapha yoga; see Sunapha Anapha and Durudhura yoga. When the Moon has no planets on either side, astrologers check Kemadruma yoga and its cancellations. Kartari adds the next layer: which planets surround the Moon, malefic or benefic.
Kartari belongs to the Jaimini idea of argala, "intervention". Planets in the 2nd, 4th and 11th from a house intervene in it, and planets in the 12th, 10th and 3rd can obstruct that intervention. Kartari is the simplest and most visible case: the 2nd and 12th both occupied.
Kartari yoga forms when planets occupy both the 2nd and the 12th from a house or planet. Malefics on both sides give Papa Kartari (pressure, effort, delay); benefics give Shubha Kartari (support and protection). Check the Lagna and Moon first. Jupiter's aspect, a strong lord, benefics inside the house and well-placed malefics all ease Papa Kartari.
